엔지니어링 시스템을 피드백 제어를 통해 관리하기 위해서, 컨트롤러로서 매니저는 아래와 같은 것들을 해야 한다:

  • 무엇이 일어나야 하는지 계획하고 (/Vol1)

  • 어떤 중요한 일들이 실제로 일어나는지 관찰하고 (/Vol2)

  • 계획된 것과 관찰된 것을 비교하고 (/Vol2)

  • 실제를 계획에 좀 더 가까워지도록 행동을 취하고 (/Vol3, /Vol4)

이 새 QSM 시리즈의 1권은 계획(planning)에 중점을 둔다. 2권은 관찰(ovserving)과 비교(comparing)에 중점을 둔다. 3,4권은 행동(action)에 중점을 둔다.
